Pertahankan Sistem Kesihatan Awam, Berhenti Mengancam Pekerja Kesihatan!

Kami, organisasi yang bertandatangan di bawah, mendukung sepenuhnya para doktor kontrak Malaysia untuk berhartal pada 26 Julai, bagi menuntut:
● Jaminan perlantikan tetap bagi para doktor kontrak dan baru
● Hak gaji samarata dengan doktor tetap, yang menjalankan tugas sama
● Kebajikan yang serupa, termasuklah cuti dan faedah.

Sejak 2016, Kerajaan Malaysia hanya mengambil tidak lebih dari 3% lantikan tetap setiap tahun kepada doktor pelatih. Doktor kontrak digaji kurang walaupun mempunyai skop kerja yang sama, serta tidak mempunyai akses terhadap cuti, faedah, pencen serta peluang latihan seperti doktor tetap. Kesannya, Malaysia berdepan kekurangan staf di hospital awam, terutamanya di kawasan pedalaman di mana ramai bergantung kepada sistem kesihatan awam. Keadaan kerja yang tidak baik kepada pekerja kesihatan memberi kesan kepada kualiti penjagaan kesihatan.

Kami mendukung hak para doktor untuk mengambil langkah mogok bagi mengedepankan tuntutan gaji serta keadaan kerja mereka. Malaysia mempunyai undang-undang yang keras dan ianya telah pun digunakan kepada para pekerja kesihatan yang mogok terdahulu. Polis juga mula mengganggu para doktor yang
mendukung Hartal kerana kononnya ia “mengancam keharmonian”.

Kesihatan adalah hak asasi manusia. Setiap orang berhak mendapatkan sistem kesihatan berkualiti yang mempunyai kakitangan cukup, terlatih serta didanai dengan baik, dengan kos yang rendah atau percuma. Percubaan untuk menyahdana atau menswastakan sistem perubatan adalah serangan terbuka kepada hak ini. Kami bersetiakawan bersama pihak Hartal Doktor Kontrak kerana kami melihat betapa bernilainya sistem perubatan awam. Kami sedar bahawa para doktor mengambil langkah drastik hari ini bagi mempertahankan keupayaan mereka untuk menyelamatkan nyawa di masa hadapan.

Pekerja kesihatan Malaysia sekarang sedang mengharungi ombak ketiga Covid-19, yang dicetuskan oleh kegagalan ahli politik kita dalam menjaga garis panduan kesihatan. Sistem kesihatan kita juga berada dalam keadaan kritikal.

Kami mendesak Perdana Menteri Mahiaddin Yassin dan kerajaannya untuk mempersetujui tuntutan para doktor dengan serta merta serta menghentikan ancaman kepada para pekerja kesihatan.

Defend Public Healthcare, Stop Harassing Healthcare Workers!

We the undersigned organisations, fully support the Malaysian contract doctors’ Hartal (strike) on July 26, when doctors will walk off the job for:
• Guaranteed permanent jobs for contract and junior doctors
• Equal pay with permanent doctors, who perform the same duties
• Equal conditions, including leave and benefits

Since 2016, the Malaysian Government has guaranteed permanent jobs for no more than 3% of each year’s trainee cohort. Contract doctors are paid less for the same work, and do not have access to the same leave, pensions and training opportunities as permanent doctors. As a result, Malaysia faces chronic understaffing in her public hospitals, especially in rural communities which depend on the public healthcare system. Poor working conditions for health workers means poor quality of care.

We further stand with the doctors’ right to take industrial action to fight for pay and conditions. Malaysia has harsh anti-protest laws that have been used against striking health workers in the past. Police have already been harassing doctors who support the Hartal for “threatening harmony”.

Healthcare is a human right. Every person deserves access to quality healthcare which is well-staffed, well-trained and well-funded, at low or no cost. Attempts to defund or privatise healthcare are a direct attack on this right. We stand in solidarity with Hartal because we know the value of good public healthcare. We know the doctors are taking drastic action now to defend their ability to save lives in the future.

Malaysian health workers are currently holding back a massive 3rd wave of Covid-19, triggered by our own politicians’ failure to adhere to safety guidelines. Our healthcare system is approaching breaking point.

We call on Prime Minister Mahiaddin Yassin and his Government to accede to the contract doctors’ demands immediately and cease all harassment of healthcare workers.
